Range computation on Emmy Tool is wrong #10

I noticed cases where the tool said an emmy was not in range of a population center, but I knew that it was. For example, it said that ZD was out of range for an emmy at RL, but that is only 8.

This bug has been fixed by 65eacbf9b071534b3c0f4e5dce9d35d118aa9d8e and will be in the next release.
