Improve/replace "parcel" =>beans plot mission #359

It's just too contrived at the moment as it was written originally to test out a bit of game mechanics.

Ideally add John Bowles in somewhere and have a requirement that you tell "john in facilities" about the coffee machine being broken after discovering that it is. Then, after some further period of time (post-sign in), the player gets a message to talk to vic again.

I think the book mission should be moved to another support person. (Chris?) as part of working on their personal development plan :)

To allow the book giving thing. I've added a clue about "front line" staff. Vic should not ask for the book but if you give it to her, the reward should be to increase affinity and make her offer to find things for the player.

I've set this up so that John will just track the player down and tell them they have a parcel. All tested & working too :)

I've also moved the coffee machine key to the opposite staircase - it's closer to facilities so make a little more logical sense.
