added epoch_cap to the KM config #44

needed for the change done on enigma_core here which was requested by Lena on the protocol channel. Thanks!

@moriaab noted out to me this comment from the PR which added the epoch cap feature. Elichai notes that it isn't secure to make the epoch cap configurable and it should stay hardcoded in the trusted side, therefore, We decided not to add this so I'm removing this PR.
