added chain_id field to km configuration #47

This PR replaces #46 The reason for this replacement is that we want the CI system to pull the code from enigmampc/enigma-core#252 which has the same branch name.

I mentioned in #45 and offline, this repo does not implement matching branches with either of the other three repos: contract, core and p2p; so changing the name makes no difference.

You have to merge this to develop, then merge develop to master and then re-run the CI for core, and while you do that all other CIs will be temporarily broken.

@AvishaiW can temporarily override the requirement for the CI to pass before merging this PR.
