Test ScrapingFunctions & set up CI

Features added with this PR:

• Set up bs-jest to run unit tests and generate a coverage report.
• Add small set of tets to showcase the pipeline.
• Wire up TravisCI which will build & test on every branch for every commit.
• Wire up Coveralls which will report coverage on every PR.
• Update the README with basic information on how to start working on the project
