Reason for the enhancement

Heroku servers aren't always up. The time for them to spin up is non-negligable. In order to let users know the Login & JobApp form submission is being handled we should add a visual queue.

Explanation of how the enhancement may implemented

As per react common practices, a loading state variable along with a conditionally rendered element

Impact on existent system

A new state to manage in the reducer
