Closes #1

Added boilerplate for ReasonReact
Added toy conditional rendering that is going to be useful once we have login setup
Added files for Login and JobApp components

Looks :fire: , nice work! I gotta admit, I was loosing hope on ReasonReact because of the hacky unported parts, but your template is on point.

Most of my remarks are just me rewritting what my IDE flags as suggestions (pattern-matching cases, unused vars/imports)
