For manually triggered inspections (e.g. https://scrutinizer-ci.com/g/qa-tools/qa-tools/inspections/c3311b17-4cf8-4a4a-afab-1e8a9b81aade) nobody will send a code coverage information. Before coverage information from last inspection was used, but this doesn't happen.
This just enforces maximal external code coverage waiting time. Please return old behavior back.
