Update rust toolchain #803

This PR updates the following:

Removes error_in_core feature, as this has been integrated in the toolchain.
updates rust toolchain
fixes clippy lints, such as https://rust-lang.github.io/rust-clippy/master/index.html#/too_long_first_doc_paragraph and https://rust-lang.github.io/rust-clippy/master/index.html#/doc_lazy_continuation
