Creation of unified script to create the new datasets from each round of active learning training

What all to be included:

• Takes the qc_fail.yml and extracts the subjects names
• Using the subject names, it creates a new dataset in the nnUNet dataset format
• Completes the step to setup transfer learning in nnUNet and launches training
