Description

Overseer fail to send Telegram notification to users and to the admin when a Telegram chat ID is specified in the per user field as in the screenshot attached

Steps to Reproduce

In the general settings section the Telegram notification section should be already set.

Add a chat ID for a managed User in the specific setting section of that user, then ask to that user to make a request.

No Telegram notification will be sent out.
