Remove highlighting for Issue Report button #3673

Description

From a UI perspective, highlighting the "Report an Issue" button makes it looks like action is needed, or there is an issue with this show.

Desired Behavior

Consider removing the highlight if no issues have been reported. If there is an active issue, or you are an admin, and there is an active issue, then consider highlighting the issue button.
