Description

Need the merge conflict label to be created

What this PR do is it analysed every other PR and check if they have merge conflict so they can be notified when they need the resolve the merge conflict of there PR

@sct this can be merged easily and checked every PR if they have merge conflict you only have to create a label for it and that it.
