Updated rugged version to 0.27.7 for macOS Mojave

@kurtf Thanks for this! Looks like maybe the Rugged API related to submodules changed slightly since some of the specs are now failing. Is this something you'd be able to look into? Otherwise I can take a look when I have a chance.
