Change for issue #13

Updated AlarmConfig to expose the ConfigParser object, allow users of AlarmConfig to call any ConfigParser API, e.g. getboolean()
Fixed a bug where calling 'alarm-ctl disarm' should trigger a notification, but it was being muted if the system was previously armed using 'alarm-ctl auto-arm'
