RRK and WHA met 12/05/2017 about the DV.RData and the 1,379 sites. For publication purposes:
"All daily values for the 1,379 streamgages were queried on the USGS NWIS for period-of-record streamflows through 2016-09-30 with a decision to remove those records exclusively flagged as Provisional (a solitary "P" flag)."
Footnote, this means that a "P:e" would leak into our database but if more than 7 days are missing of "P" then that year would be chunked from FDC computations. In my mind, this might be a feature for if record is estimated that implies some human interaction and subsequent assumption by my code that the discharge is okay.
