keep mouse cursor static when scrolling #249

Hi,

the usual behaviour for scrolling would be, that the cursor stays at the point 
where it was when the scrolling started, but with touchegg, the cursor moves 
with the fingers when scrolling.

This is a problem when you want to scroll in small windows, because you keep 
scrolling the background instead of the window you actually want to scroll in.

Is there a way to change this behaviour
