chore(go): upgrading packages and fixing minor bugs

Motivation

Since the CarePet Go example was just a little bit outdated, I decided to validate all packages and see if there's any improvement to be made.

Fixes

• [x] Upgrading all packages (including ScyllaDB GoCQL and GoCqlX)
• [x] Fixed the Shared Policy inside the project.
• [x] Using the local files with Docker
