new GPG key for 2024.2 #399

As per https://github.com/scylladb/scylla-pkg/wiki/GPG---keys-lifecycle-and-setup

2024.2 will have a new gpg key a43e06657bac99e3 , fwiw right now 2024.2 RC has a temporary key 87722433EBB454AE (which is the known one 491c93b9de7496a7 )
