Images (GCE, AMI, Azure): Align label/tag names #4022

SCT is using tags and labels on it's queries to find the latest image to test. On https://github.com/scylladb/scylla-machine-image/issues/230 we want to align the tags and labels on different images to use the same naming convention. The suggestion is to set them as camel case. Align SCT with this change.
