Skip pp39-macosx wheel builds #39

seems like those builds are not compiling for us, temporary disable them until we can figure it out

I've reported it to pypy https://foss.heptapod.net/pypy/pypy/-/issues/3951

even that we might need to pass some specific compilation flags to bring pypy 3.9 support
