[Azure,Gce]:build image based on minimal ubuntu22.04 #437

moving both Azure and Gce to be based on minimal image

LGTM I'm not sure the machine-image pipeline is enough to verify this change - I'd discuss it with QA (@fruch?) regarding the tests that should be run to make sure we have no regression

Machine image will run artifact tests which are good. I will run also longevity for both GCE and Azure
