ami_variables: update aws variables for releng account #449

Should be merged together with: https://github.com/scylladb/scylla-pkg/pull/3392

rebased with master and removed the subnet_id variable image-build-subnet* subnet:tag was updated also in our account Verification: https://jenkins.scylladb.com/view/master/job/scylla-master/job/releng-testing/job/ami/129/
