doc: document OS support per Manager version #3401

https://manager.docs.scylladb.com/stable/upgrade/index.html The Manager documentation should include an OS support matrix to show which platforms are supported by each Manager version (similar to what we have in the ScyllaDB docs).

The latest Manager documentation shows OS support that falls behind what is supported for ScyllaDB. In addition, it includes support for platforms that are no longer supported by ScyllaDB 5.x (Ubuntu 16.04, Debian 6).

@karol-kokoszka @scylladb/releng Please provide me with the information about OS support for Manager 3.0 and 3.1, and I'll an appropriate matrix to the docs.

@roydahan Could you provide the required information? Which ScyllaDB Open Source and Enterprise are supported by Manager 3.0 and 3.1?

I don't think there is a closed matrix.

@ShlomiBalalis what do we test with each version?

There is a matrix for 3.1 release https://manager.docs.scylladb.com/stable/restore/compatibility-matrix.html We have nothing for 3.0.

@karol-kokoszka This Matrix is for the restore task. Does it apply to the entire Manager? If it does, I'll move it to a higher level in the page tree. Please confirm.

@roydahan @ShlomiBalalis It looks like we do have a Matrix. If it's valid, we should add a row for version 3.0. Could you advise which ScyllaDB versions are supported by Manager 3.0?
