Upload metrics backup to support bucket #1201

Describe the feature and the current behavior/state.

Inspired by https://github.com/scylladb/scylla-monitoring/pull/1196 A button "Upload Metric" will upload the data to a protected bucket, as describe here https://docs.scylladb.com/troubleshooting/report_scylla_problem/#metrics-reports

Who will benefit with this feature? Enterprise Customer, who want to report an issue Scylla Support, which get access to data Not relevant to Scylla Cloud.

Any Other info.

As a first step we can provide a script to do that (with out UI integration)
