Use sf-string instead of duplicating the Link header syntax #1

I think we can use sf-string for the Data-Classification header field instead of the funky <> syntax of the link header. sf-string uses DQUOTE as a delimiter and allows parameters. e.g.

Data-Classification: "https://example.org/privacy/sensitive";x=y
