Example of link relation should show use as link in content #2

I don't see value to using the link relation type as part of a link header. If you want to convey the data classification using a header then the data-classification header should preferred option.

The link relation is for when someone doesn't want to put it in a header.

I kinda agree. I debated about the cases where Link would be used vs the data-classification header. One example I was thinking was response for dynamic API discovery calls.
