Javascript Should Not Try to Load Attachment List When in Edit/Preview etc. Mode #43

When in Edit/Preview/etc. mode, attached to page name is not set, and 
attachment load javascript throws exception.  This is visible to user when show 
script errors is turned on.

Need a better way to handle this.
