Suggestion: create new Block for Administration welcome message #54

The reason is that we will have multilingual welcome message and have a good practical demonstration of Blocks Module.

There is a problem with this when public website is available in different languages from admin interface.

Imagine I have a frontend website in spanish and turkish language but the backend must be in English. In this case, for the moment, with TypiCMS I can only translate blocks in spanish or turkish language, but the message should be in English as it is part of the backend.

Well, its time to think about multilingual backend, I guess :)
