Wow, where did you find this link? That is a pretty old one (assuming it dates back to WCup 2010 in 2010).

Anyway, you don't need webstart to run Geco (it was for a specific use case). You download the archive, unzip it, then you should have a geco-2.3.jar file. Double-click on it to launch Geco. If your Java is correctly installed, it should run automatically. If not, you might need to reinstall Java (JRE aka Java Runtime is enough)
