Found updated data here: https://crtc.gc.ca/eng/publications/reports/PolicyMonitoring/ban.htm Couldn't find data for small/medium/large population centres for 2020/2021.

Need to confirm Rebecca's new source or where population numbers come from in DRR (@JulienSTC)
@camereb to update data with 2019 revisions
Need to confirm Rural/urban vs. large/med/small population centres

[x] Align with new source and change all historical population centres to align with urban/rural
[x] Use all disaggregations that make sense
[x] Add geography disaggregation + map
[ ] Add target value to graph

Updated 9.3.1, but haven't included target values in graph yet.

Note: 2026 target is 98% and 2030 target is 100% to include in graph later.
