How is the proportion of municipalities calculated from this table: Add/Remove data - Count of municipal organization who factored climate change adaptation into decision-making process, by core infrastructure assets, by urban and rural, and population size, Infrastructure Canada (statcan.gc.ca)?

As far as I can tell, it just reports the number of municipalities that do factor climate change adaptation into their decision-making process (no reported number for the ones that do not?)

Numbers for VNR taken from the Daily.

Methodology is Number of municipalities (from first source) / Municipal ownership of core infrastructure assets (from second source)
