Number changes from 3.12.1 to 3.13.1

Full update of the indicator: Ambition - Canada prevents causes of premature death Target - By March 31, 2028, reduce the apparent opioid toxicity deaths to 10 per 100,000 population Indicator 3.13.1 - Rate of apparent opioid toxicity deaths per 100,000 population Data source: https://health-infobase.canada.ca/?category=Opioids#all_products

Changes needed to 3.13.1:

[x] Progress measure seems odd (it should probably be deterioration
[x] Add the target line to the EN and FR graphs (include the year in the label (I think it's possible?)
[x] The only data shown should be "Rate of apparent opioid toxicity deaths per 100,000 population", you can remove the other series (accidental)
[x] Data source links need to be updated in FR and EN
[x] Remove the comments and limitations from both EN and FR - no longer necessary
[x] Optional: a map could be added here
[x] Indicator names on the EN goal page need to updated to the new one
[x] Remove the second paragraph from the Calculations field in both the FR and EN page. Move the first one as a second paragraph to the Description field
[x] Update FR Target name in the metadata field to: D'ici au 31 mars 2028, réduire le nombre de décès apparemment liés à la toxicité des opioïdes à 10 pour 100 000 habitants

Changes needed:

[x] Remove the extra space between the two paragraph in the "Indicator Description" field in the FR and EN page.
[x] The map does not seem to show up in FR.

Changes needed: Update the metadata section to reflect the metadata send by HC. Excel sheet in the data folder for this indicator.

[x] Filter out data for incomplete year: 2024 (Jan to Mar)
[x] Add target: 10 and target_year: 2028 as progress_calculation_options

[x] Turn off progress calculation and manually set progress_status: deterioration *note that the progress calculation outputs substantial progress but it should be deterioration --> added note to progress measure ticket
