turn on auto progress measure calculations:
- 3.1.1
- 3.14.1
- 15.5.1
- 16.2.1
- 17.1.1
manually set progress measure as not_available: 3.3.1
add targets: 5.2.1
update progress calculations options: 11.3.1 and 12.1.1
add target line: 14.2.1 and 15.4.1
