Currently we report this indicator with a link to policy (i.e. it's a yes/no indicator). The questionnaire reports a "score" for public access to information. Do we want to change the way we report this indicator by publishing the score?

Publish score and add information from metadata concepts (the categories that the score is based on) and keep policy document linked
