Indicator 6.5.2: Proportion of transboundary basin area with an operational arrangement for water cooperation

Data from April 2021 email from ECCC reports a number for this indicator around ~82% with a lot of calculations behind how this number was reached. But in the old GIF hub, we report 100% for this indicator as a static value with footnote:

Boundary waters fall under the Boundary Waters Treaty since 1909 and agreements and other arrangements overseen by the IJC are applicable for all watersheds. This result is static.

Need guidance on which we should officially report between the two numbers?
