disable rollbar in development #6

This causes errors for me unless I have a rollbar access token set up, and it was kind of hard to troubleshoot.

I think to make contributing easier you should just disable it by default

Ahhhh right. I wonder if it needs anything else from the .env file I didn't check in.

Anyway this makes sense to me thanks! 🙏
