Think about role of tool with composer-patches / ECE tools patches

I don't think the tool should do anything here. Shouldn't re-invent the wheel since the tools will already tell us about compatibility.

Composer patches: Composer will tell us if there are patches that are incompatible
ECE patches (m2-hotfixes): ece-tools patch command will tell us whether or not the patches were compatible
