Add Oracle #39

At https://www.oracle.com/java/technologies/downloads/ says: Java 17 LTS is the latest long-term support release for the Java SE platform. JDK 17 binaries are free to use in production and free to redistribute, at no cost, under the Oracle No-Fee Terms and Conditions License.. So, sdkman should be able to distribute those binaries.

We need to deploy just vendor-release. After that, I can submit the url binaries directly.
