Add roadmap/milestones #20

Have a look at the neovim roadmap and also the neovim milestones to get a rough idea of how to do this.

Then write up the roadmap for the pieces left to build and implement.

I just realized that I published a version without hitting the goals listed in that milestone. I need to figure out a good roadmap, contributing, and work flow, and get that published.

With a 0.x release, semver says: "Anything may change at any time." However, it is not acceptable to be breaking the semver contract, so I definitely need to figure this flow out asap so it doesn't get broken later.
