I do not understand what this is trying to say. The author of a DSD might give a component an identifier that just so happens to be equal to the ID of the referenced conceptIdentity, but the identifier used in groupDimensions always refers to IDs as specified in DimensionList. So this does not seem to add anything helpful to the specification.
