Type of agencyID in WildcardObjectRefType #25

In schemas/SDMXCommonReferences.xsd:

Shouldn't the agencyID in WildcardObjectRefType/WildcardRefBaseType be based on a (wildcardable) NestedNCNameIDType type rather than a (wildcardable) NestedIDType?
