Correct descriptions of MetadataStructureComponentsType (remove "a full target identifier") and MetadataProvisionAgreementType #26

Replace last sentence by: "At a minimum, at least one metadata attribute must be defined."

Remove the data part from MetadataProvisionAgreementType, and mention metadata flow and metadata providers.
