Support IPv6 via Prometheus and Blackbox Exporter

• [x] Have an option which checks IPv4/IPv6 address (socket) and adds both entries in the blackbox.
• [x] Extend templates with IPv6 traceroute info.
• [x] Prometheus/BlackBox use host networking (Currently, PRP Prod Cluster does not have IPv6)
• [ ] Extend NSI and SiteRM dashboards to show IPv6/IPv4 ping metrics.

Issue 1: PRP Prod (a.k igrok: k8s-igrok-02.calit2) - are unable to ping outside using host networking.

Solved. For the last one - we don't have any endpoints with IPv6 exposed (not yet).
