SNMPMonitoring should not complaint if external snmp defined #527

We have a way not to add an external_snmp monitoring endpoint - which is taken care by nsi-snmpmon package (or any other)

In this case - SNMPMonitoring worker should not complain that it is not configured. See example here: https://github.com/sdn-sense/rm-configs/blob/master/T2_US_SDSC/FE/main.yaml#L30
