Vlan loopback issue (for endpoints not able to do vlan on port basis) #566

We need a way to instruct SENSE Orchestrator that port vlans are global and not per port basis. A quick chat over Slack - indicates that we may use special ServiceType, or RM could update vlan range for all ports. Need more details on how to prevent that
