Need a force apply option based on service conn id: urn:ogf:network:tier2.ultralight.org:2024:dellos10_s0:service+vsw:conn+c1658cf0-fa47-435d-b195-61995ac2d983:vt+l2-policy-Connection_1:vlan+3609
