Allow CI Lint and Branch Checks for Unauthorized Users

Boy is she running fast now. CI file lint functionality is available for public users (unauthorized).

Summary:

Previously continuous integration just posted a message saying that a member of the team would need to run CI for it to work. Now, we do checks for develop vs master branch and the file linting that was updated just recently.

Usage:

Resolves issues
Breaking API changes
Internal API changes
Usability improvements
Bug fixes
New functionality	👍
New NF/onvm_mgr args
Changes to starting NFs
Dependency updates
Web stats updates

Merging notes:

Dependencies: Merge #141 before, that one is merged into here and has no conflicts

TODO before merging :

[ ] PR is ready for review
[ ] Test that someone can submit pr to master branch

Test Plan:

you can see with the user onvmStats (not authorized) and the pr #126 , we have success.
