Create a repo checker #16

This would be a useful tool for third parties to get back a - potentially KPI-ish or relevant - idea of the state of their repository.

This is implemented as a simple script which can check a repository for compliance with the above CFF rules

  1. Also look to add other SSI questionaire parameters
