We'd like to to utilize the new development instances created for Spack v0.17.3 to initialize the new development instances for Spack v0.21.2, which will serve as the base for our new Spack v0.21.2 production instances. However, we first need to finally merge the dev instances back into the sdsc-0.17.3 deployment branch. This commit merges exp/0.17.3/cpu/dev.
